Although South and North Korea have been at odds with each other- particularly following 
the Cheonan warship's sinking last March- South Korea has offered the North 10 billion won 
for flood aid. 

North Korea is especially susceptible to flooding because of deforestation and its lack of 
infrastructure to handle disasters. 

If the offer is accepted, it could pave the way for warmer inter-Korean relations.
